Vintage, retro 1960s silver quilled flower necklace

A pretty and very unusual vintage necklace that I think is handmade.  It is in the shape of a flower and each of the 3 different size petals have been created using a quilling (paper filigree).

It is strung on a .925 marked sterling silver chain, which makes me feel that the pendant is probably sterling silver aswell, though as it's most likely handmade there is no mark.  Extremely light for such a large pendant.

The pendant measures 3.25"/6 cm and the chain is 34.5"/72 cm
